2024年，全球將會有多達67個國家舉行政府換屆選舉，關乎民主自由與集權獨裁，關乎世界和平與印太經濟繁榮和穩定，第一個開選的國家就是台灣，可謂萬眾矚目，尤其世界華人，「兵凶戰危」局面下，中華民國台灣第十六屆總統、副總統和第十一屆立法委員選舉，按時於一月十三日舉行，當日便順利完成。
台灣中選會公佈2024選舉結果
兵凶戰危，就是因為這四個字，我們於今年九月專門走訪了台灣。這個從小就向往，心心念念的美麗寶島，福爾摩沙。
頻繁的海峽兩岸軍事演習，時常跨越台海中線的魯莽挑釁行為，加上還在進行的俄烏戰爭，以及隨後的巴以衝突，給我們的印象就是，如果戰端一開，訪問台灣就是問題。不留遺憾，我們環台灣二十余日，終於了卻多年來的心願。
了解台灣社會，體驗台灣風情，沒有語言障礙，順順當當，心滿意得。因為正值台灣大選年，今年一切活動，都不應該遠離政治。
政治離不開政黨，台灣近代歷史上，是由二次世界大戰戰敗的日本國，通過《舊金山和約》與《日中和約》正式放棄主權，交由中華民國治理。1949年之後，中華民國被中國大陸共產武裝擊潰，丟失大陸領土，退守台澎金馬諸島。
中華民國曾經，也是由中國國民黨一黨獨大的威權國家，尤其是徹遷台灣之後，實施長達數十年的戒嚴統治，白色恐懼、血腥鎮壓國民。經年偏安一隅，逐漸喪失反攻大陸的可能性。加上黨外議義人士拼死抗爭，和世界民主進程的影響，終於統治台灣的國民黨，開放黨禁，發展經濟，放棄大陸，自立圖強。
黨禁一開，台灣政壇湧現很多政治團體與政黨，其中發展狀大最迅速的，就是台灣民主進步黨。他們在2000年，通過選舉，首次推翻中國國民黨，執政台灣，實現政黨輪替。此後的選舉中，基本上由國民黨與民進黨輪流執政，是台灣政壇的兩大黨派，俗稱藍、綠兩派。
2019年，曾經由民進黨支持的前台北市長柯文哲，成立了中華民國內政部批准後的，台灣第350個政黨，台灣民眾黨。柯文哲的非政客背景，加上誓言打破台灣兩黨政局的口號，吸引了眾多不滿綠營執政現狀又不認同藍營親中促統論調的年輕選民。今年的選舉，選情成為三足鼎立的局面，尤其國會議員的選舉結果，可能造成國會沒有任何一個政黨超過半數議席的狀況，給未來無論誰勝選的政府施政留下陰影。
自從九月以來，關注跟蹤台灣選情從不間斷，每天必看台灣新聞，把握選情脈動，了解台灣政壇大事件和風向標。基本前瞻結果就是，民進黨賴清德、蕭美琴會贏得總統、副總統，國會議席出現三黨不過半。
塵埃落定的選舉結果，已經證明了這個判斷。通過選舉，關注到下面的一些特別的地方，從前不太了解，這次多少有些答案。
1. 政治勢力
國民黨：
優點是，百年老黨，機構健全，政客和行政人才資源充足，大陸情結為基礎的民意支持基本盤穩固。缺點是，威權聲名殘留，遺老乾政新世代受打壓，內卷嚴重，雖有本土意識但不堅定，仍然受到大陸一統江山的誘惑。他們的競選目標是，奪回政權，不計其余。
民進黨：
經過美麗島事件血與火洗禮而誕生，堅毅無比，本土意識強烈，新世代發展台灣走向國際化得到世界逐漸認同，善於運用選舉策略，雖有內鬥但一致對外，團結一致。缺點是，行政人員背景復雜，執政弊案不斷，民怨沸騰，尤其已經連任兩屆，此乃政黨大忌。競選目標是，連續三屆執政，國會議席過半。
民眾黨：
四年新黨，朝氣蓬勃，藍、綠之外的未知力量，沒有執政包袱，年輕人集中，善用網絡宣傳。缺點是，柯文哲一人政黨，個人崇拜大於政黨機構，經費不足，缺少遍布台灣各地的分支機構。競選目標是，總統大位，國會關鍵少數，擴大民眾黨聲望。
2. 投票高效率
台灣選舉時間安排，是今年一月十三日，星期六，早上八點開投，下午四點停止並開始計票工作。晚上八點结束計票，中選會核查後公佈，當日投票，當日公佈結果。不過夜，不留不確定因素，而且知道結果後，無論輸贏，大家都可以放下選戰，回家睡個安穩覺，不用擔心，一早醒來，煮熟的鴨兒又飛了。
3. 選舉計票高質量
身分證、私人印章和投票通知單被稱為投票三寶，憑此領取選票和選舉印章。投票採取當場填寫方式，沒有郵寄或電子選票。計票採用唱名方式，所有監票人員都能聽到並迅速發現錯誤。計票工作統統在投票所當場完成，當場上報中選會，選票打包封存備查，不存在選票運輸過程中的偷換可能性。
此舉意義非凡，小範圍的計票會降低誤差，而且小範圍選舉結果對於整個選情的影響是未知數，其影響力對於整個選舉毫無意義，杜絕了作票的必要。本人認為這是美國選舉計票應該學習的方法。
談到美國選舉，其實有個很重要的事情。對於選舉的認真程度，是與選舉機制和由此產生的結果對人民生活影響力決定的，對於一個信賴的機制，是沒有必要較真的，從一個側面反映出了這個制度的成熟性。當然，如果誤差和作假行為的程度，大到足以讓人失去信任，建全選舉計票就是必須的了。如果明白為什麼民主選舉制度健全的國家，投票率非常低，就是在說明這一點，日本就是一個非常好的例子。
4. 利益相關
選民投票的目的，其實都是與其利益相關所驅動的。這個利益，主要在兩個層面。一是國家利益，它牽涉一個國家的國防、外交和經濟，這是保證國民安居樂業，並且國民自同與自豪感息息相連的，不僅僅是物質層面，也在精神層面。國際地位很多時候，人的虛榮心會讓你將國民身份拿出來示人。其二就是國民服務、社會健康，事關人民的日常，衣、食、住、行，具體反映在台灣它牽涉收入、房價、環境、交通、健保、長照、學業 …… ，也是一國政最為頭疼的挑戰。選民千差萬別，政府的政策不可讓人人滿意，大選的時候，人民的選票就會出來回答這個問題。
綜上所述，本次台灣大選結果，基本上是符合這一判斷的，也是合情合理地證明了這樣的觀念。
所以，民主政治雖然不是絕對正確，但它是天下最好的，相信人民的選擇，總能夠得到相對合理的結果，台灣今天的大選，再次讓我們相信人民的力量，相信聰明的台灣人，行使自己的權利，選擇自己心儀的國家領導人及民意代表，沒有錯。

Overall pretty good… they only have a few imperfections and they smell weird.
